    During the time of the early empire, provinces were governed according to their status. There were two main types of provinces: Senatorial and Imperial. Technically the imperial provinces were all “governed” by the emperor, and thus were mostly the legion-heavy provinces on the frontiers. Because the emperor couldn’t physically be in every province at once, he appointed envoys (or legates) to act in his stead. These “legates”--titled Legati Augusti Propraetore in full--were essentially the acting governors and head military officers of their assigned province. They were typically proconsuls (meaning they had previously served as consul), any usually either closely tied to Caesar, or a family member of one of his close friends.

    In contrast, governors of senatorial provinces were chosen according to the traditions of the senate. Within the senatorial provinces there was a further sub-division of “propraetorial” and “proconsular”--the former being less important, absolutely peaceful provinces; the latter provinces that were important economically or had potential for military activity. When a province needed a new governor, those eligible (former consuls for proconuslar provinces; former praetors for propraetorial provinces) drew lots until the provinces were all handed out. A term as governor of a senatorial province would never give a senator military glory or distinction, but it would serve as a means for him to increase his dignitas and more importantly his business connections.

    In addition to the Imperial and Senatorial provinces, there were others that held special statuses. Italy, for example, was not a province but instead was considered property of the city of Rome and thus it was overseen by the senate. The land of Italia was divided into 11 regions, with each region governed by a procurator of equestrian standing from amongst the local nobility. Other smaller provinces (such as Alpes Maritimae, Mauretania Tingitana, and Mauretania Caesariensis) were also governed by procurators simply because of their small populations. Other provinces that were considered allied-states such as Judaeaalso had procurators posted in their borders who looked after Roman interests. A final example of a province with special status was Aegyptus: because of the importance of its grain, it was always considered the personal property of Caesar and always governed by an Equestrian Praefect, hand-picked by Caesar himself.
